Yes, the title is the name of the newspaper. Its new owners in 1889 wanted to celebrate with a song, so they hired John Philip Sousa, then director of the U.S. Marine Corps Band (The President's Own) to write one for them. The result was The Washington Post March, which became wildly popular (mostly a dance tune to accompany the two-step) in the U.S. and in Europe. It also led to his coronation as The March King. A British journalist so anointed him on the strength of this march (although the reporter probably made him The American March King, since Kenneth J. Alford (Colonel Bogey, etc.) was already The March King in Great Britain. Washington Post debuted in a ceremony on the grounds of the Smithsonian Institution, with President Benjamin Harrison among the throng of attendees.
