Mules (Jewish law forbade the breeding of hybrid animals) were the choice of the wealthy. In Judea, they were evidently imported. David had Solomon ride into Jerusalem on his mule (something like a sports car.) But Zechariah sees Messiah will presenting Himself as king riding the transportation of the common person.
