Frequently combining painting with composition, Hoover creates works that can be both seen and heard by the audience. Hoover was born on September 11, 1959, in Anderson, Indiana. He holds a Ph.D. in Fine Arts (Composition and Interdisciplinary Fine Arts) from Texas Tech University, as well as an M.M. and Bch.Sc. from Ball State University. His career in higher education has included both music faculty and arts administrative appointments.

The Circus Cavalry embodies the style of marches and descriptive light-music similar to Leroy Anderson. The Circus Cavalry follows the form of traditional marches, but ends with a descriptive coda in the original key. Listeners can imagine the opening parade of performers, clowns, and animals under the big top circus tent. After the main performance is finished, the coda portrays the clowns’ prolonged merriment, which results in a whip crack from the ringmaster to keep the show on schedule. The Circus Cavalry is perfect for any circus, carnival, or children’s themed band concert! A standard Grade 5 work, The Gates of Madrid is inspired by two things found at the heart of Madrid's civic identity: historic stone and iron gateways (such as the Puerta de Hierro from the 18th Century) and Spanish Flamenco music. In this beautiful and challenging composition, the music unfolds as two arching sections, similar in character to a Flamenco song, with shifting meter and contrasts in harmony, dynamics, and tone color. As one takes this musical walk through the streets of Madrid old fanfares are heard, contrasting the intimate Flamenco-like melody that is developed. His paintings are seen in exhibitions and in concerts where his paintings are projected while musicians perform his music. Hoover’s background as a performer includes both classical and jazz music, as saxophonist and conductor. His book The Arts and Society: Making New Worlds is published by Kendall Hunt Publishing.
