Much of it could be attempted at the beginner level, except for a small amount of drop thumb and a couple of difficult chord shapes/changes. Real proficiency is more towards the immediate level though, since being so well-known and at a slow tempo, mistakes are very noticeable. Having to play it technically perfect, while also trying to communicate Beethoven's turmoil coming to grips with his hearing loss, makes this piece more difficult than it first appears.
