The performer is urged to take a free approach to the tempo; playing this work metronomically just won't bring out the drama inherent in it. The work basically divides the instrument into three registers with varying types of music for each register. This can be a very powerful experience for the listener if the performer is willing to invest in the emotional  content therein. Playable on either B flat or A clarinet.
