Don't re-pedal at all in measure 21! This is the climax of the piece and needs to be very loud. However, if you play the last three notes of the left hand too loudly, it will be quite blurry. Play the first left-hand octave very strongly, but pull back for the other notes while still maintaining your right hand volume.
