As the train climbs a big hill, it slows and as it starts down the other side, it chugs along in a nice 12/8 feel. A gradual slow down happens as the train enters the station.

I highly recommend you find a recording of this piano piece to listen to. Don’t try to play Train Ride that fast though! My recording of the bassoon piece is at quarter note at 164. You need not play it that fast.
